VME System Test Configuration

Note that we swapped the fibers such that we can read the above configuration on piggy switch 0 instead of switch 1.

TBM10 (L1): hub ids 30+31
TBM09 (L2): hub ids 3, 28, 30, 15, 23
TBM08c (L3/L4): hub ids 1, 24, 25, 26
TBM08b (L3/L4): hub id 31
